Citizen's Control Board

 

Our communities are in dire need of the establishment of Citizen Control Boards (CCB's), that will have administrative control over any police department in it's assigned geographical area. These board would have the following makeup and capabilities:

 

  1. A CCB will comprise 12 people, drawn from the listing used for selecting jurors.

  2. The citizens selected will serve a finite term of 6 – or 12 months, for instance. This is to ensure that no one person can hold any kind of grudge over a long term.

  3. No citizen could ever serve two consecutive terms in a row.

  4. The CCB's actions shall be limited to restriction only. In other words, they cannot propose new policies, procedures, equipment, or personnel, they can only limit or deny the use of policies, procedures, equipment or personnel. The head of a police department can propose new policies, procedures equipment or personnel, but the CCB has to approve any and all of these before they can be employed.

  5. They would have the power to temporarily suspend policies and/or personnel for the duration of their term.

  6. They would serve anonymously in order to prevent them from being harassed and intimidated by any unscrupulous police officer.

  7. They would have the task of reviewing the complaints of the public and taking any action as they seem fit.

  8. The police departments in their jurisdictions would have to submit reports to the CCB on their actions and activities for review, including any changes to personnel and policies.
